On April 28, 2025, Huang Peng, member of the Party Leadership Group and Deputy Director of the Hainan Administration for Market Regulation, led a delegation accompanied by Zhang Yongyi, Deputy Director of the Comprehensive Planning Department of the Guangdong Administration for Market Regulation, and Xu Junwei, Deputy Director of the Standards Department of the Shenzhen Administration for Market Regulation. They visited the Hetao International Organization Headquarters in Shenzhen for a thematic research visit. The Comentropy Industry and Standards Innovation Service Center (referred to as "our center") hosted the visit, where participants discussed the cluster’s formation and development in depth and shared experiences in market supervision and service innovation.

During the visit, representatives from the market supervision departments of Hainan and Guangdong gained insights into the cluster’s development trajectory from planning to execution. They focused on its successes in attracting international organizations, optimizing the business environment—which refers to the regulatory and operational conditions affecting businesses—and fostering regional cooperation. Xu Bin, Director of the Certification and Accreditation Supervision Department of the Hainan Provincial Market Supervision Administration, Dong Xiao, Deputy Director of the Legal Affairs Department, and Chen Shifan, a senior researcher in the Standardization Department, raised specific questions in their respective fields and engaged in detailed discussions with Shenzhen officials.

Officials from the Shenzhen Municipal Market Supervision Administration highlighted innovative measures in policy support, service system development, and international operations. As a key operator of the cluster, the Comentropy Service Center presented notable achievements in resource integration, brand building, and enhancing international service capabilities. Deputy Director Huang Peng praised the cluster’s efficient operations and exemplary impact, noting: “The success of the Hetao International Organization Headquarters offers valuable lessons for the development of the Hainan Free Trade Port.”

This visit facilitated knowledge-sharing and collaboration between the market supervision departments of Hainan and Guangdong. Through site visits and symposium discussions, both parties agreed that strengthening experience-sharing and collaborative innovation—against the backdrop of national strategic priorities—will significantly advance the optimization and modernization of the national market supervision system.
